At last, some much needed rain to water our thirsty gardens. It’s the time of year when once again we are looking for nominations for Foulridge Garden Competition. Whether it’s spectacular hanging baskets, glorious planting or blooming gorgeous tubs, tell us what makes you smile when you are out and about our lovely village.
I would love to hear from you as not all gardens can be seen by a passerby and there must be some hidden gems out there.
Last year’s winners, Yvonne and Tony Heys at Hilltop would never have won if a neighbour hadn’t told us about their fabulous garden. So don’t be shy, as the saying goes ‘ you have to be in it, to win it’.

🌿 Help Protect Our Local Environment – Tackle Himalayan Balsam! 🌿

Have you spotted Himalayan balsam growing near your home, garden, a stream, footpath or local green space? If so, you can help make a real difference.

Himalayan balsam is an invasive, non-native plant that spreads rapidly, outcompeting our native wildflowers and leaving riverbanks vulnerable to erosion once it dies back each autumn.

The good news is that it’s easy to remove before it sets seed. Simply pull the plant up gently from the base, ensuring the roots come away too. If we do this in the next week or two, we will have less of this plant next year.

⚠️ Please stay safe whilst removing the plant:
🧤 Wear gardening gloves as the stem, leaves and flowers can be an irritant.
🌱 Only pull plants if you are confident you have identified Himalayan balsam correctly.
💪 Take care on uneven or slippery ground, especially near rivers and streams.
🚫 Never pull plants where doing so could put you at risk.

♻️ What should you do with the plants once removed?
• Leave uprooted plants well away from watercourses to dry out and die, with the roots exposed to the air.
• Alternatively, compost them if they have not developed seed pods.
• If seed pods are present, avoid disturbing them as they can explode and scatter seeds several metres.
. Bag the plants securely and dispose of them appropriately with your local authority’s guidance.

Remember - Every plant removed before it self seeds, helps reduce next year’s spread.

Together, we can protect Foulridge’s beautiful countryside, wildlife and waterways. Thank you to everyone who gives a little of their time this weekend or next week to help keep our village looking at its best. 💚

Local council advice - Local councils advise that Himalayan balsam (Impatiens glandulifera) is an invasive non-native weed that must not be allowed to spread into the wild. While you do not legally have to remove it from private land, councils encourage manual pulling before flowering and seeding.

(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) NOTICE 2026
NOTICE IS HEREBY GIVEN that Lancashire County Council consider it
necessary or expedient by reason of works being executed on the following length of road that the prohibition should come into force without delay under Section 14(2)(a) of the Road Traffic Regulation Act 1984, as amended, which will temporarily prohibit traffic on the roads set out in this Notice.
1. No person shall cause any class of traffic to proceed over that length of
High Lane, Foulridge from its junction with Causeway to its junction with
Whitemoor Road.
2. Nothing in this notice shall apply to persons engaged in the carrying out
of the works.
3. The prohibition will be operative from 0845 hours until 1700 hours on
Tuesday 21st July 2026 or until completion of the works within this period.
4. A diversion will be signed locally.
The temporary prohibition is necessary to allow urgent carriageway repairs to be
carried out.

1.Welcome, Apologies, and Declarations of Interest
Chair Cllr K Salter welcomed all attendees.

2. Approval of Previous Minutes
The minutes from the meeting held on Monday 1st June 2026, were approved as a true and accurate record and signed by the Chair.

3. Matters Arising
Greg Stevenson Trophy - Further to the previous update, Councillors noted that the presentation of the annual Greg Stevenson Trophy at Foulridge School had been rescheduled and would now take place on Friday 17th July.

4. Public Participation
No members of the public were present, and no public participation took place.

5. County and Borough Councillor Reports
Lancashire County Council
Once again, no Lancashire County Council representative was in attendance and no report was received by the Clerk.
Pendle Borough Council
Cllr David Cockburn-Price did attend and provided the following update:
• Calderdale Wind Farm: Concerns raised following a meeting with consultants regarding flaws in the PEIR (Preliminary Environmental Impact Report), including the proposed HGV route through Foulridge and the use of inappropriate stone. The Parish Council may wish to submit further comments.
• Play Streets: The Play Streets initiative has been approved, subject to arrangements for road closure permissions and insurance being finalised.
• Local Plan: Work is progressing on the new Local Plan with increased housing targets. Concerns remain over timing, national planning policy changes, and the lack of a regional land use framework. Colne and Trawden are updating their Neighbourhood Plans.
• Environmental Enforcement: Pendle Council is taking steps to improve enforcement on littering and dog fouling.
• Colne Area Committee: No Foulridge-specific items were discussed; Langroyd Hall was noted.
• Planning Process: A new planning scheme delegating more decisions to officers and limiting local member involvement was noted. Concerns about reduced local input have been raised with the Executive.
• Local Government Reorganisation (LGR): A Government decision is expected before the summer recess.
• CYAG: Thanks were noted for continued Parish Council support. The group continues to deliver regular activities with strong volunteer involvement.

6. Allotments and Parish Land
Allotments
Cllr Whitfield reported that a section of the dry stone wall at the entrance to the allotments appeared to have been damaged, possibly as a result of impact from a vehicle. Cllr Mulligan advised that he was obtaining quotations for the repair works.
Cllr Mulligan reported that he had obtained quotations for drainage improvements to a few of the allotment plots; however, the costs were considerably higher than anticipated. He suggested that councillors explore alternative solutions to address the drainage issues.
Cllr Mulligan also reported that the tenant of Field E has continued mowing the meadow and has removed a number of smaller trees. He advised that the two remaining larger trees will require professional removal.

7. Handyman and Repairs
Cllr Mulligan reported that the handyman has completed several maintenance tasks at the Village Hall and has painted all the benches throughout the village. He is scheduled to return later this week to stain the gazebo at the Community Garden.

Feedback from the Finance Sub-Committee
LEF Grant – Additional Project Costs
Councillors considered the recommendation from the Sub-Committee regarding the two historic roof ventilators, which the roofing contractor had identified as being in a deteriorated condition. Three options had been considered for addressing the issue.
The Sub-Committee recommended that Option 3 be progressed, which involved preserving the existing ventilators with lead at a cost of £500, with the original ventilators to be stored until future funding could be identified through the Council budget or a further grant application.
Councillors noted that the LEF grant documentation had been updated and that an application would be made for a 50% advance payment (£11,081.22) once the works commenced on 13th July.
Financial Regulations and Standing Orders
The Council considered the recommendations of the Sub-Committee regarding the Council’s Financial Regulations and Standing Orders.
It was resolved that the following changes be adopted as Council policy:
• For expenditure on any Council project or requirement with a total cost of under £10,000, one quotation is required.
• For expenditure on any Council project or requirement with a total cost of over £10,000, three quotations are required.
It was further RESOLVED that the existing monetary procurement thresholds contained within the Standing Orders be removed and replaced with the following wording:
"Contracts shall be procured in accordance with the Council's Financial Regulations."

Additional financial matters considered:
• Councillors agreed to approve the renewal of the Clerk's annual Microsoft 365 license at an annual cost of £27.60.
• Councillors noted that, following the updates provided at the April, May and June meetings, the play park resurfacing works had now been completed. Councillors further noted that payment of £12,000 (inclusive of VAT) had been made. The necessary paperwork had been submitted to claim the £8,000 grant contribution towards the works from the Pride in Place Fund.
• Councillors noted that the £6,000 Legacy Fund revenue grant from Pendle Borough Council had been received. The grant will be used towards one-off projects that provide a lasting benefit to the community.

9. Planning Matters
9.1 Planning Applications
The Council considered the following applications:
APPLICATION: 26/0405/HHO PROPOSAL: Full: Raise roof ridge height of existing garage to provide first floor annex accommodation. - The Parish Council has no objection to the proposal

Cllr A Salter requested that it be recorded in the minutes that a development currently being undertaken did not appear to be in accordance with the planning application previously considered by the Parish Council and subsequently approved by the Local Planning Authority. Cllr K Salter advised that the matter would be reported to the Local Planning Authority.

9.2 Neighbourhood Plan
Councillors considered whether to progress the development of a Neighbourhood Plan for the parish. It was noted that initial enquiries had identified that the process would be lengthy and would require the appointment of specialist consultants, resulting in significant costs. Councillors also noted that the draft plan would be subject to a formal approval process before it could be adopted. Following discussion, it was agreed that further information would be obtained regarding the likely timescales and costs involved before any decision was made on how to proceed.

10. Asset Transfer – Footpath between 11 and 13 Alma Avenue, Foulridge
A vote was passed explicitly accepting the transfer of the footpath between 11 and 13 Alma Avenue from Pendle Borough Council at nil cost.

11. Horticulture
Cllr A. Salter thanked Cllr Mulligan for his assistance with watering the plants during her absence.
Cllr A. Salter reported that additional planting had been carried out in the area between the Church and the Reservoir. She added that planting at the Village Hall would be undertaken once the scaffolding had been removed.

12. Lancashire Environmental Fund (LEF)
As mentioned under Finance, councillors noted that there would be a three-month delay to the project due to the timing of the toilet installation. Councillors also noted that the necessary documentation had been completed and submitted to request the first advance payment.

13. Pride in Place Fund
Councillors noted that the play area works had now been completed. Councillors noted that a grant payment of £8,000 was expected towards the cost of the works.
It was further noted that the project must be appropriately promoted as having been funded by the PIP Grant, with the relevant logos displayed on signage at the site and included on the Council’s social media channels.

14. Community Update
Cllr K. Salter advised that the process for submitting planning consultation responses should be amended to allow more time for residents’ comments and feedback to be received and considered. It was agreed that, where possible, future responses would be submitted closer to the consultation deadline to allow sufficient opportunity for resident input before a response is submitted.

15. Correspondence
Cllr K. Salter advised that he would be participating in the on-line LALC Chair Seminar on 19th September.
Cllr Halliday reported that correspondence had been received from a member of the public regarding the possibility of installing a commemorative bench near the Reservoir. Cllr Halliday advised that she had responded to the resident, explaining that permission for a bench at the Reservoir would be a matter for the Canal & River Trust. She advised the lady that the Parish Council would welcome a commemorative bench being installed elsewhere within the village and had provided details of the associated costs. No further response had been received from the member of the public.

Caretaker’s Report:
The Caretaker reported that there were no new maintenance issues to report other than those already ongoing. Trustees noted that user group bookings for the following week had been cancelled to allow for the installation of the new heating system.
Cllr K Salter reported that there had been a delay to the toilet refurbishment works. Trustees noted that this would not affect the installation of the new heating system, which would proceed as planned.

Cllr K Salter reported that, during the ongoing roof works, the roofing contractor had identified that the roof vents were part of the original design and that the metalwork had reached the end of its serviceable life and was showing signs of corrosion. Trustees noted that options for addressing the issue had been provided, including some high-cost solutions, and that further consideration would be required once the available options and associated costs had been reviewed.

Hello, this morning a number of children from Foulridge St Michael’s & All Angels Church of England Primary school will be picking up litter in and around our village. The children will be in small groups and of course accompanied by adults from the school. A full safety briefing will take place with the children prior to the pick but please be extra vigilant if you do see us in our hi-viz jackets and give us a motivational wave! Let’s keep Foulridge tidy!

PRIDE IN PLACE

Foulridge are the first village in Pendle to finish a project funded by the Government’s ‘Pride in Place’ Fund distributed and supported by Pendle Borough Council.
Our first project was the Gregg Stevenson Play Park safety surface and this morning we were visited by Ryan Gifford, Senior Regeneration Officer from Pendle Borough Council. He met with Cllrs Kevin Salter and Paul Mulligan who showed him the improvements made possible after receiving the grant earlier this month.
